Back in 2000 Roberta Smith wrote in The New York Times: "Everyone knows that installation art, or something close to it, is not confined to museums and galleries. Since the 1970's artists have regularly taken over public parks, billboards and even street corners to present works of longer or shorter duration. At the moment the venerable Conceptual artist Lawrence Weiner has peppered Lower Manhattan with 19 functioning yet message-bearing manhole covers, courtesy of the Public Art Fund..."
